It is further agreed that so soon as Brigadier-General Li Chun is in a position to take effective charge of the various sections of the waterways now patrolled by the British ships, such ships will be withdrawn section by section, until the present increased patrol by the British ships is entirely withdrawn.
(Note.—Admiral Li is described as "Brigadier-General," having been placed in charge of the land as well as the water portions of the Chinese Preventive Service in the Canton delta.)

SECTION 2.
Sir A. Nicolson to Sir Edward Grey.—(Received March 9.) (No. 119.) Sir,
St. Petersburgh, March 2, 1908. M. ISVOLSKY mentioned to me last night that he was encountering considerable difficulty with the Chinese Government in respect to the future administration of Harbin; and he intimated that he would be glad if His Majesty's Government could support the Russian point of view. I confess that I have no knowledge of the matter in dispute, but I gathered from M. Isvolsky that the Russian Government desire that Harbin should be created a foreign Settlement, on the same lines as the foreign Settlements at Chinese ports, while the Chinese Government declined to accept the Russian proposals. His Excellency said that the Japanese Government were giving their cordial support to the Russian representations at Peking, and he said that the question was one interesting all the foreign communities on account of the principle which it involved.
Owing to my ignorance of the subject, I was unable to discuss the question with M. Isvolsky, but I venture to submit to you the hint which he gave me in case you would wish to give any effect to it in the sense desired by his Excellency.
